Mix flour and boiling water, and stir until it begins to come together. Add in the rest of the water, stir, and knead into a dough. Allow to rest for at least 1 hour (up to 2 hours is fine). Cut into 8 equal size pieces.
Shape 2 pieces into balls. Press flat. Brush one side of each with sesame oil. Place the oiled sides together. Roll out to 8" circle. Repeat with the other pieces.
In a nonstick pan over medium-low heat, place one set of doubled pancakes. Allow to cook for about a minute, until bubbles start to form and there are brown spots on the bottom. Flip and cook another minute.
Transfer to a plate, wait about 90 seconds, and peel the 2 pancakes apart (being careful of the hot steam released).
