In 2 T. oil, sautee the jalapeño, onion, and garlic until soft. Add chicken, fish sauce, mirin, and vinegar, and cook until chicken is done. Add the basil and stir for about 60 minutes (until basil is wilted). Serve over rice or rice noodles.
Alternatives: Substitute tofu puffs for chicken and/or add sliced red bell pepper at the same time the chicken is added.
